AGENDA PREPARATION AND DISSEMINATION
The Franklin Parish School Board shall conduct an agenda meeting on the last Monday of each calendar month for the sole purpose of establishing the agenda for the regularly scheduled monthly meeting. Attendance is voluntary, but it is the members' responsibility to keep informed of topics that are placed on the agenda. No official action will be taken at the agenda meeting except to approve the agenda. The agenda shall not be changed less than twenty-four (24) hours, exclusive of Saturdays, Sundays, and legal holidays, prior to the scheduled time of the meeting.
A request to be considered for a place on the agenda of any items by any group or individual other than a School Board member shall be filed in writing with the Superintendent no later than 4:00 p.m. prior to the agenda meeting. Any material to be used must be submitted at the time of the request.
Each item on the agenda shall be listed separately and described with reasonable specificity. Before the School Board may take any action on the agenda item, the presiding officer shall read aloud the description of the item.
The School Board member presenting the topic for inclusion on the agenda shall limit his/her presentation to a maximum of five (5) minutes. Discussion of each topic by School Board members present shall be limited to a maximum of fifteen (15) minutes unless the time is extended by a vote of two-thirds (⅔) majority.
The agenda for a special meeting will be set at the time the meeting is called. Otherwise, these guidelines shall be followed.
All School Board meeting materials and supporting data shall be disseminated to the members of the School Board and shall be mailed no later than twenty-four (24) hours prior to any School Board meeting, whenever possible.
Items of business not on the agenda may not be suggested from the floor for discussion except upon unanimous approval of the members present at a meeting. The motion to add an item not on the agenda shall identify the item with reasonable specificity, including the purpose for the proposed addition to the agenda, and shall be entered into the minutes. In keeping with state law and School Board policy, prior to any vote to add an item to the agenda, there shall be an opportunity for public comment on the motion.

The order of business at regular meetings shall be as follows:

Invocation
Pledge of Allegiance
Approval of minutes of last meeting
Audience with individuals or groups
Consideration of any items of business by the School Board as provided under the Constitution and Statutes of Louisiana and the Regulations of the State Board of Education.
Reports
Unfinished Business
New Business
Communication of Interest/Announcements
Adjourn
When not otherwise controlled by state law, action of the Louisiana Board of Education, or rules and regulations adopted by the Franklin Parish School Board, business of the Franklin Parish School Board for all regular and special meetings shall be conducted according to Robert's Rules of Order.
